The Committee also developed recommendations for consideration by the sixteenth meeting of the Conference of the Parties as well as its draft work programme for 2024-2025 which builds on its 2022-2023 work programme.Ī follow up letter, including an invitation for comments on the draft work programme fo 2024-2025, was sent to Parties on 26 November 2022. embedding the integration of implementation needs in Parties’ Cooperation Frameworks.the monitoring of activities aimed at supporting Parties with national reporting, preventing and combating illegal traffic and the development of legislation, and.the review of legislation implementing the Convention, including in relation to illegal traffic.the classification of compliance performance with national reporting,.The Committee agreed to conclusions which will guide its work until the sixteenth meeting of the Conference of the Parties in particular on: Under its general review mandate, the Committee is expected to consider prioritized activities of its work programme aimed at improving implementation and compliance with national reporting, the development of legal frameworks, preventing and combating illegal traffic, country contacts, enhanced coordination with the Compliance Committee of the Rotterdam Convention, and integration in United Nations Sustainable Development Cooperation Framework processes, including through a joint session with RC CC on matters of joint interest. The Committee also encouraged the Secretariat to initiate consultations with Grenada which has yet to designate its country contacts. An additional 6 submissions were not prioritized for consideration during the meeting, and work is ongoing (Burkina Faso, Chad, Equatorial Guinea, Niger, Saint Vincent and the Grenadines, and Sudan). Following its consideration of the submissions, the Committee adopted 8 decisions, including one whereby it decided that the matter of concern regarding Liberia’s compliance difficulties with national reporting had been resolved. With respect to the specific submissions, the Committee continued its consideration of eight of the fourteen existing submissions, including six by the Secretariat regarding difficulties with national reporting by Cook islands Gabon, Liberia, Mauritania, Nauru and Syrian Arab Republic, and two Party self-submission by Central African Republic and Togo regarding their difficulties with the development of legal frameworks implementing the Basel Convention. In light of the shorter time span between the fifteenth and sixteenth meetings of the Conference of Parties, the Committee considered prioritized activities of its 2022-2023 work programme, as follows. The Committee also convened a joint session with the first meeting of the Rotterdam Convention Compliance Committee to discuss issues of common interest.
